What will the Review process involve?

A significant amount of scoping work and research has already been undertaken on behalf of the Commissioner, considering the importance of advocacy for older people and gathering information about advocacy arrangements across Wales.

The Older People’s Commissioner will build on this evidence by gathering further information from a range of sources, including local authorities and care homes, and carry out a detailed analysis of the adequacy of arrangements currently in place.

The Commission will also visit a number of care homes during the review process, speaking to older people to find out what they know about the availability of advocacy, accessing advocacy services and in what circumstances they need advocacy support.

Based on the evidence gathered, the Older People’s Commissioner will issue recommendations where needed to those bodies subject to the Review, outlining any changes that might be required to improve advocacy arrangements in care homes in Wales.

Bodies will be required to respond within a prescribed period, describing what actions they will take to meet the recommendations. Additional responses may also be requested if proposed actions do not fully assure the Commissioner that her recommendations will be complied with.

The Review process will end once satisfactory responses are received. At this point, OPCW will begin a programme of follow-up work to ensure that those subject to the Review are putting into practice the action they said they would take to meet the recommendations.
